Instructions for obtaining an INN/PINFL

   Dear Clients,
   We would like to inform you that, effective May, the Central Securities Depository (CSD) and the tax authority have updated the technical requirements for reporting and account opening procedures. As a result, both foreign legal entities and individuals are now required to obtain local identification numbers—ITN/INN for legal entities and PINFL for personal accounts—to proceed with future operations.
   The process for obtaining these identifications is as follows:
   1. For Legal Entities:
   Option 1: Online Application

   You can apply online at this link. (https://tax.uz/en/app-noresident/create)
   Recommendations and Guidelines:
 - Select "Республиканская Фондовая Биржа" from the first drop-down list to initiate the process.
 - If your jurisdiction is not listed, such as the Cayman Islands, please select Great Britain or closest logical instead.
 - Ensure you have a scanned copy of your Certificate of Good Standing that is notarized, apostilled/legalized, and translated into Uzbek (could use Russian translation as  well, but it is not the rule). Ideally, these documents should be issued no earlier than six months before submission. If you already have an account with us, you may request a copy of this document from our team.
 - Include a scan of your passport.
 - Merge the two documents (CoGS and passport) into a single PDF.
  Option 2: In-Person Application

  Visit the Public Services offices (Davlat xizmatlari / Yagona Darcha) in Tashkent:
 - Bring a copy of your Certificate of Good Standing that is notarized, apostilled/legalized, and translated into Uzbek. Ideally, these documents should be issued no earlier than six months before submission.
 - Provide your passport.
 - Include a copy of the Power of Attorney (if applicable).
 - It is advisable to obtain the PINFL for a director/representative first.
  2. For Personal Accounts:
  Option 1: With a Power of Attorney (PoA)

 - A draft of the PoA is attached. We recommend contacting a legal attorney to assist you in this process, or you can reach out to LawTax (Mr. Abror Ergashev, lawtax.uz@gmail.com, +998971957010, Telegram: @directorLT). We have discussed the procedure with them and negotiated a special fee of 800,000 UZS for our clients.
 - The PoA must be notarized and apostilled/legalized as usual. It may also require a notarized translation of the apostille stamp into Uzbek.
 - The PINFL will be obtained within 2-3 working days after the PoA is received in Tashkent.
   Option 2: In-Person Application

  Visit the Public Services office:
 - Bring your passport.
 - It is advisable to have the registration paper from your hotel or private apartment where you are registered in Uzbekistan.
  Important Note

  Currently, our brokerage service is in violation of legislation by not issuing invoices on a daily basis (previously, this was done without requiring your signature). Consequently, we may consider suspending trading access for all non-resident clients from June 30th 2025. We hope to resolve this issue promptly and will seek written clarification from the Tax Authority before this date. We believe there is no legal basis for these changes and that these requirements should be revoked.
   Additionally, we are hopeful for the introduction of an E-Residency system, which could enable foreigners to use a remote authentication system to obtain a PINFL without the need for a PoA.
